I bought fs13 a few months back and I deleted it recently and I want to download it again but I don't know how without paying for it again?

Welcome, look for the product key in the mail you got from giants after buying.
If you have deleted the mail too you can send an e-mail to "customer-support@giants-software.com"
Give the following informations:
Which Game/DLC ( Version )
Productkey
Where did you buy it (online or shop)
Proof of payment: if you bought online proof of payment (e. g. Paypal) and mail address where the product key was sent to; if you bought in a shop copy of sales slip.
Normally you will get help within a couple of hours.
